Also weird/problematic.. it seems like Cake doesn’t run its startup/config commands (set time_zone / set names) for migrations or seeds, which can result in some weird errors. |

Is it normal that Cake doesn’t come with / generate a `phinx.yml` file but at the same time `vendor/bin/phinx` seems to require one? Feels odd that I can’t run seeds out-of-the-box on a fresh Cake app… |
